Led by: **Thavius Kreeg**, the High Priest of Helm and a favorite to succeed Dhelt Supported by: - Rich and devout nobles who yearn for more free reign in their business and to place their scions in the ranks of an expanded Church. - War veterans - Non-human or half-human pilgrims come from abroad. ## Pros - a high degree of civil liberties for commoners - political independence to the cities - trade monopolies to noble houses ## Cons - bureaucracy: a lot of complicated pacts, charters and treaty rights. ## Beliefs/Goals - Only gods that are both lawful and good should be allowed in the Church - Other cults should be heavily restricted - The priesthood should take a more active role in civilian administration - Economic activity should be less under government control - Only the god Amauntor exists and all others are either his avatars or his enemies
